on June 13th. He promised to consider the Customs

of piracy, but his views

scheme for the repression

were not entirely satisfactory and he was inclined to insist that he could deal with the difficulty himself.

He

expressed himself as favourably disposed to-

wards the railway and anticipated no difficulty in

giving effect to the agreement.
